Payne County, like all of Oklahoma, is at risk to experience any of these scenarios. In 2006, the Pets Evacuation and Transportation Standards (PETS) Act was passed at the federal level, requiring communities to have a plan for the evacuation of people with their animals during emergencies. Payne County Animal Response Team (PCART), is a non-profit, specialized team of animal professionals and Oklahoma Medical Reserve Corp (OKMRC) credentialed volunteers that respond to animal disasters and emergencies in Payne and surrounding counties in Oklahoma. PCART is deployed at the request of the Payne County Office of Emergency Management (PCOEM) to integrate with other emergency responders to protect the lives of animals, their owners, and the emergency responders tasked with protecting lives and property. The Oklahoma Large Animal First Responders (OLAFR) was created after the 2013 Moore, OK Tornado to link private citizens with Federal, State, and local agencies to form a comprehensive team capable of providing urgent care, triage, evacuation and other support for large animal victims and their owners after natural or man-made disasters. The Texas A & M Veterinary Emergency Team is a highly trained and experienced team that has deployed to numerous incidents, including Hurricane Harvey in the fall of 2017. They are creating an exercise specific to Payne County and will be here to deliver training and coordinate the exercise.. |
